In Japanese anime, a villain's depravity was usually intended to make the hero look better in comparison. Though sometimes given sympathetic qualities, they're meant to represent forces fundamentally opposed to the beliefs of the hero and audience. In this regard, a villain was almost as responsible for making a protagonist likable as the hero themselves.

However, only a few anime villains could claim their place among the most sinister and unapologetically violent characters in anime. Many anime villains demonstrated the depths of their evil and what they would have accomplished without the hero's epic intervention, making them the most evil anime characters in both the medium and all fiction.

25 Akito Sohma Abused Her Family Verbally and Emotionally

Akito Sohma was incapable of the many brutal crimes that define the worst anime villains ever, and she was never interested in slaughter or torture anyway. Instead, Akito Sohma is evil for more realistic reasons, being the verbally abusive head of the Sohma family in Fruits Basket's story. She is the "god" of the Chinese zodiac, and will say or do anything to keep the Sohmas loyal to her above all else.
Akito even robbed the other Sohmas of their memories, scratched their faces, threw them out of windows, and pitted them against each other to secure her position as the universally beloved head of the clan, so it's no wonder she earned a place among the worst anime villains. However, her misdeeds were limited to her own family and a few outsiders, not entire nations or worlds, so Akito ranks last among the evilest anime characters out there.

24 Uragami Was Eviler Than Any Parasite
He Could Also Identify Parasites On Sight
In Parasyte: The Maxim, the Parasites were monsters who took control of people's bodies to hide in plain sight and indulge in cruelty. It says a lot that Uragami, an evil but otherwise ordinary human serial killer, was even more monstrous than the literal monsters. Uragami was so twisted that he overshadowed the most evil Parasites.

Uragami was so monstrous that he could even spot his fellow monsters, the Parasites, when they were in disguise. Uragami wasn't Parasyte: The Maxim's overall villain, but he was still one of the most evil anime characters.

Junko Enoshima was the overarching villain of Danganronpa: The Animation, a murder mystery anime in which over a dozen students were trapped in a survival game. Junko orchestrated the entire ordeal, and she did so because she is a malicious and selfish individual who fed on other people's misery and despair.

Junko habitually organized survival games because she wanted to see innocent people turn into monsters. She was so sadistic that she even told her sister and love interest that she never really cared for either of them. She did this just before their deaths in order to get the maximum amount of grief and pain from them.

Unlike the nobles in Berserk, Griffith was well-mannered, and he fought in many battles as the commander of the Midland Regular Army. Thanks to his leadership, he was viewed as the savior of the entire continent. The Band of the Hawk were a band of mercenaries, and they held Griffith in high regard as a comrade.

Unfortunately, Griffith craved power, and when given the opportunity, he sacrificed his comrades to become Femto, a powerful demon. His comrades trusted him, but he killed them so he could obtain a kingdom of his own. Worst of all, he assaulted the honorable Casca right in front of Guts. All that made Griffith both the antihero and the ultimate villain of the famed Golden Age story arc in Berserk, and it was fascinating and horrifying to see his villainy unfold firsthand.

Guts, a wandering mercenary, joins the Band of the Hawk after being defeated in a duel by Griffith, the group's leader and founder. Together, they dominate every battle, but something menacing lurks in the shadows.

20 Tamaki Tsunenaga Built a Vicious Prison for Fun

In Deadman Wonderland, a massive earthquake struck Japan, and Tamaki Tsunenaga was more interested in saving his video games than helping his injured mother. He helped to create the eponymous Deadman Wonderland Prison, where he forced the inmates to participate in death games for his own amusement.
Tamaki made inmates fight each other in horrific matches, and he got very upset whenever someone ruined his fun or threatened his ownership of the games. For example, he made a prisoner fight his pregnant wife. When the prisoner threw the match, Tamaki ripped the baby out and turned it into a research subject. He certainly did some terrible things, but Tamaki's crimes are somewhat tame compared to what the nastiest villains of all have done, so he ranks modestly among the most evil anime characters ever conceived.

18 Bondrewd the Novel Was a Twisted Scientist
He Couldn't Resist Experimenting on Others, Often Ruining Their Lives
Bondrewd the Novel wasn't Made in Abyss' overall threat, but he was a vile yet interesting villain nonetheless. Unlike most evil anime characters, Bondrewd was a genuinely altruistic scientist who lacked his fellow villains' malice. This, instead, meant that he was a hyper-logical and inhuman scientist who pursued progress no matter the human cost.
Bondrewd coldly experimented on whoever crossed paths with him, including children. He irreversibly transformed them into hideous monstrosities, and couldn't logically deduce why they prayed for death. In both his appearance and work "ethic," it was made clear that Bondrewd lost whatever humanity he had during his long stay in The Abyss.

17 The Major Waged One Last War for the Sake of It
He Went Out in a Blaze of Foul Glory
Between being a fanatical Nazi officer and a self-absorbed narcissist, there wasn't much to like about The Major from Hellsing Ultimate. He spearheaded a contingent of Nazi vampires as they attacked London just to satisfy their grudge that was over half a century old and satiate their selfish death wishes.

The terrifyingly verbose Major was directly responsible for a bloodbath that claimed thousands, and he enjoyed war for its own sake. He knew that the remnants of the Nazi organization had no place in the world, so he defied the entire world by throwing his army at London so they could die fighting, thus earning glory in their own eyes. There is little else to know about The Major, because evidently, there's nothing else that defines him.

Orochimaru the Sannin was later eclipsed by other villains in Naruto in terms of sheer power, but as for the most evil anime villains, no one could surpass Orochimaru. He spent many years delving into forbidden research and experimentation to unlock the secrets of immortality and all jutsu, which got him ejected from his native Hidden Leaf Village.
Orochimaru's wicked ways only intensified when he started using and exploiting his own Sound Village followers, using them as test subjects for new weapons and sacrificing them to fuel the likes of Edo Tensei. Orochimaru constantly sought new sources of power for purely selfish reasons, such as going after Sasuke's and Itachi's eyes, which often drove the story's plot in bizarre directions. He even launched an assault on the Leaf Village in Operation Konoha Crush just to spite his former home.

His backstory was almost sympathetic as a royal-born who wanted to reclaim his family's birthright, but he went way too far trying to become a king.

Doflamingo tormented his father and his own subjects to reclaim the Dressrosa throne, creating a vicious regime whose villainy hid in plain sight. He had all dissenters morphed into toys while ridding everyone of their memories of those dissenters, allowing all rebels to vanish from their loved ones' hearts. In battle, meanwhile, Doflamingo was cruel and vicious with his String-String Fruit and treated all fights and injuries like they were a game.

He was introduced as the feared king of curses in Jujutsu Kaisen, a savage being who held nothing sacred except for himself.

Sukuna was the one who tore out Yuji Itadori's heart while possessing him, and he also destroyed half of Tokyo fighting Jogo, a scene of utter carnage that broke Yuji's spirits. After Jujutsu Kaisen fans saw the destruction and Sukuna's flippant attitude about it, the stakes felt that much higher with Yuji being Sukuna's living vessel. It became horibly clear why the sorcerers were so afraid of Yuji and the monster inside him, but Yuji will fight on regardless.

Some of Muzan's demonic minions were somewhat sympathetic or pitiable, such as the Hand Demon or even Daki and Gyutaro, but the demon king himself, Muzan Kibutsuji, was different. 1,000 years ago in Demon Slayer's chronology, Muzan the human became a monster who couldn't survive sunlight, so he made it his mission to fix that.
Muzan created countless demons to find a cure, and he allowed them all to terrorize Japan, killing and eating humans by night. An entire organization was formed to stop Muzan, the Demon Slayer Corps, but Muzan didn't care, because he was interested not in protecting his own kind from the slayers, but finding immortality. If every human and demon had to die to give Muzan what he wanted, then so be it.

10 All For One Wanted to Become a Comic Book Villain
He Believed Such a Being Was Destined to Exist
All For One leaned into his mantle as My Hero Academia's "Symbol of Evil," illustrating his twisted tendencies and desire to inflict suffering just for the sake of it. All For One proudly relished in his evil in ways that even the most evil anime characters rarely did. He didn't even have to become a supervillain, but he wanted to, inspired by the "demon lord" characters found in comics. AFO decided that the world was "supposed" to have such beings, and resolved to fulfill that role himself.

What made All For One especially formidable was his ability to understand symbolic victories. He knew that by defeating essential heroes like All Might, Endeavor, and Deku, the world would be demoralized and more easily subjugated. Though initially contained to Japan, he's now recognized as a worldwide threat if not dealt with promptly. Such selfish cruelty makes All For One rank moderately high among the worst anime villains of all, and one of the most memorable, too.

Frieza was Goku's greatest enemy in Dragon Ball Z, and a villain with aggressively imperialistic goals. He was responsible for multiple invasions of Earth, only being narrowly thwarted and causing great calamity in the process. Before arriving at Earth, Frieza was already guilty of committing countless genocides across the cosmos.
Frieza felt that his self-proclaimed supremacy absolved him from any accountability he should have for taking countless lives. Unfortunately for his underlings, Frieza killed them as quickly as he would his actual enemies. Considering how frequently he appeared in the series, Frieza had many opportunities to commit more atrocities than the most evil anime characters.

The greatest evil in Psycho-Pass weren't the Criminally Asymptomatic people who failed to comply with society's algorithm, but those who made the algorithm in the first place. The Sibyl System was said to be a paragon of logic and objectivity, when it was more of a hive mind of the disembodied brains of the worst Criminally Asymptomatic people imaginable.
The Sibyl System used its unquestioned authority to roll back nearly all of Japan's civil liberties, and turn the country into a technocratic police state. They claimed this had to be done for the greater good, when it was clear to Akane Tsunemori and audiences that the Sibyl System was really relishing in its self-importance and legalized cruelty.

Additionally, the unbelievably wealthy Ragyo's grand plan was to destroy the world and lap up its final bursts of energy. She was willing to end billions of lives all for her personal ambition to become stronger. Considering that she never even explained why she needed such power, Ragyo's obsession with herself was a detriment to everyone she knew.
