Plans for 26 homes have been submitted on a car park next to Walton-on-Thames train station.

If approved, the 193-lot car park will be turned into a terrace of 26 three-storey houses, with private, south-facing gardens and parking, as well as cycling spaces and bins.

Developer Solum is hoping to build a “much sought after place to live” on Mayfield Station car park, owned by Network Rail, in Hersham. The proposal is put forward as a joint-venture between Network Rail and Kier Property to drive developments around stations in London and the South East.

Planning documents state the car park is “significantly underused”. Car parking surveys have revealed there is enough room at the nearby sites, according to the application. These included council-owned Station Avenue Car Park (255 spaces) and Ashley Park Pub Car Park (53 spaces).

Early objectors to the application have said the existing car park is “crucial for commuters”. Others have said there is already a lack of commuter trains and public transport routes are “inadequate”. One lady claimed removing car parks in an area of high motor ownership is “not the right way” to address housing needs.

Meanwhile the applicants argue the development will provide “high quality family accommodation” as well as more commuters, in an area close to transport, shops and social venues. There is a green area of trees and bushes on the south side of the prospective terrace which the developers claim “provides a screening” which will “limit the impact on its neighbours”.

Slightly lower to the ground, the proposed houses are 21.7m above sea level compared to 25m at Fenner House. Each property will have ground floor, first floor and rooms in the second-floor roof. Each house will have one car space in front of the property, as well as eight parking bays for visitors.

The scheme would also provide 24 three bedroom and 2 four bedroom houses, none of which will be labelled as ‘affordable’. Cost evaluations from the developer have concluded that even a small number for affordable housing is not viable. But Solum argues the small home units will meet the housing needs of the borough.

The car park has been identified for development of up to around 60 homes in Elmbridge Borough Council’s (EBC) for draft Local Plan. However, during discussion phases in March 2023, Solum said there was hesitancy over a proposed five storey building.

South of Walton station, Network Rail requires a minimum of 3 metre distance from the boundary line to allow access for repair and maintenance. Planning documents detail a 5.5 metre gap from the development and the railway line as an access road for maintenance.

The developer is also proposing to move Network Rail’s physical maintenance base, a concrete platform used to access the rail route, to the other side of the tracks. Currently at the western end of the prospective residential site, Solum wants to move it to Station Avenue.

Locals have until September 20 to comment on the application, with a decision being aimed to be made by November 13. You can find the application here.

“The proposals include building 26 three-bedroom townhouses on this brownfield site that is allocated for housing development in the Council’s emerging Local Plan.

“The scheme is targeted at local families, helping them stay in the area. n May this year we launched a consultation with local residents including the launch of a dedicated project website, circulating flyers to the site’s nearest neighbours and inviting feedback on our plans.
